Attorney Keith Wheeler has been sworn in as Judge of the Rockwall County Court at Law #1. The ceremony was conducted by Judge Brett Hall. Wheeler is filling the unexpired term of The Honorable Brian Williams, who now serves as the 503rd District Court Judge.
Wheeler will serve until the end of the year, after which a newly elected judge will take office. “Wheeler intends to be a responsible steward of the court during his tenure, which concludes at the end of the year following the election of the new judge.”
Keith Wheeler earned both his Bachelor of Arts in Political Science and Juris Doctor degree from Baylor University in 1985. He has practiced law for over four decades and is involved with several professional organizations, including the American Bar Association, Rockwall County Bar Association, Texas Criminal Defense Lawyers Association, Dallas County Bar Association, Dallas County Criminal Defense Association, and Rockwall County Criminal Defense Lawyers Association.
Rockwall County schools have seen changes in student demographics and needs. The number of at-risk students increased by 3.4% during the 2023-24 school year, reaching a total of 7,777 students according to data from https://tea.texas.gov/. This placed Rockwall County schools as having the 48th highest total enrollment of at-risk students among Texas counties during that period (https://tea.texas.gov/). White students made up just over half—51.7%—of all students enrolled in Rockwall County schools during this time with 12,123 students; Hispanic students were next largest group with 6,172 students or about 26.3% (https://tea.texas.gov/).
