Rep. Katrina Pierson introduced HB 5277, a bill on Health, to the Texas House on Friday, March 14 during the 89(R) legislative session, according to the Texas Legislature website.
More specifically, the official text was summarized by the state legislature as ’’relating to the duties of the Texas Maternal Mortality and Morbidity Review Committee and the collection, maintenance, and disclosure of maternal health records regarding voluntary termination of pregnancy’’.
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
This bill amends the duties of the Texas Maternal Mortality and Morbidity Review Committee to include studying and reviewing cases of pregnancy-related deaths, particularly those related to voluntary termination of pregnancy, as well as trends, rates, and disparities in these deaths and severe maternal morbidity. The committee will additionally review health conditions affecting at-risk populations and investigate effective practices from other states. It will compare pregnancy-related death rates based on socioeconomic status and assess the feasibility of examining severe maternal morbidity cases. However, records concerning therapeutic termination of pregnancy are excluded from collection, maintenance, and disclosure under this bill. If passed by a two-thirds majority, the bill takes immediate effect; otherwise, it becomes effective on Sept. 1, 2025.
Katrina Pierson, a member of the House Committee on Homeland Security, Public Safety & Veterans’ Affairs, proposed another 15 bills during the 89(R) legislative session. She is also a member of the House Committee on Public Health and a member of the House Committee on S/C on Disease Prevention & Women’s & Children’s Health.
