Rockwall County Detention Center adopts biometric and AI monitoring for inmate safety

The Rockwall County Detention Center began using new technology to monitor detainee wellness with the introduction of OverWatch, a biometric system from 4Sight Labs, in July 2024. The announcement was made on Mar. 27 and highlights efforts to improve health and safety within the facility.

The adoption of these tools matters as it reflects a broader commitment by local authorities to enhance public safety and ensure the well-being of those in custody. Early detection of medical issues can help staff respond quickly, potentially saving lives.

OverWatch uses wireless sensors worn by detainees to track heart rate, blood oxygen levels, skin temperature, and movement around the clock. Since its implementation on July 3, the system has monitored 192 individuals over nearly 49,000 hours and issued more than 700 critical alerts when physiological thresholds were exceeded. These alerts occur about once every 69 hours of observation and are designed to reduce unnecessary alarms for staff.

In addition to OverWatch, Rockwall County is piloting OptiGuard—an artificial intelligence-powered feature that works with existing camera systems in cells. OptiGuard analyzes live video feeds for signs of life such as breathing patterns; if no signs are detected while someone is present in a cell, staff receive an alert prompting a wellness check.

The Rockwall County Commissioners Court approved this trial period with plans for possible long-term use depending on results. According to demographic data from the Texas Education Agency, Rockwall County schools had an increase of at-risk students by 3.4% during the last school year (totaling 7,777), ranking them as having the forty-eighth highest at-risk enrollment statewide.

Additionally, the Texas Education Agency reports that white students made up just over half (51.7%) of Rockwall’s student body last year (12,123 students), followed by Hispanic students at about one-quarter (26.3%, or 6,172 students).

Officials say integrating technologies like OverWatch and OptiGuard demonstrates ongoing efforts by the Sheriff’s Office “to adopt innovative practices that prioritize public safety and the well-being of Rockwall County citizens.”
