Rockwall County announced on Mar. 10 that it is working with Freese and Nichols, Inc., an engineering and planning firm, to update its Thoroughfare Plan in response to ongoing growth and changing transportation requirements.
The updated plan aims to guide future roadway connections, preserve important corridors, and support safe travel throughout the county. This effort builds upon the county’s Strategic Plan 2050 as well as the previously adopted 2019 Thoroughfare Plan by incorporating current data, community feedback, and regional coordination.
Community members are encouraged to participate in upcoming Town Hall meetings or complete a survey on the Rockwall County website if they cannot attend in person. The county said it wants input from all residents to ensure broad participation in shaping transportation priorities.
Recent demographic data shows that the number of at-risk students in Rockwall County increased by 3.4% during the 2023-24 school year, reaching a total of 7,777 students according to the Texas Education Agency. During this period, Rockwall County schools ranked as having the 48th highest total at-risk student enrollment in Texas according to state education data. Additionally, white students made up the largest ethnic group in local schools with 12,123 students (51.7%), followed by Hispanic students with 6,172 (26.3%) according to enrollment figures.
The thoroughfare plan update comes at a time when population changes and school demographics highlight evolving community needs. The county plans further outreach efforts so residents can stay informed and involved as planning continues.
